The Management & Entrepreneurship and Professional Skills Council (MEPSC)™ aims to strengthen India’s skilling and workforce development ecosystem across its notified sub-sectors – Training & Assessment, Management, Professional Skills (Private Security), Education (Non-Teaching) and Entrepreneurship through the following objectives:
- Enable future-ready skill development across MEPSC sub-sectors
Initiate, facilitate and support skill development initiatives across management, professional skills, training & assessment, education (non-teaching) and entrepreneurship, addressing the complete workforce value chain and ensuring sustained availability of skilled manpower in terms of quality, scale and relevance.
- Establish data-driven workforce intelligence systems
Develop and maintain a robust Labour Market Information System (LMIS) to support evidence-based workforce planning, training design and policy alignment across MEPSC’s sub-sectors.
- Identify current and emerging skill requirements
Analyse skill needs across sectors, functions and job roles, including emerging competencies driven by Industry 4.0, digital transformation, automation and evolving service-led business models, while benchmarking against international trends.
- Develop and maintain dynamic skill inventories and frameworks
Create, update and manage skill development plans, occupational maps and skill databases to support workforce readiness, career mobility and lifelong learning.
- Define and uphold national skill standards and qualifications
Determine, develop and maintain National Occupational Standards (NOS), Qualification Packs (QPs) and credit-based qualifications across MEPSC sub-sectors, aligned with NSQF, NCrF and industry requirements.
- Standardise affiliation, accreditation and certification frameworks
Establish transparent, consistent and credible systems for affiliation, accreditation, assessment and certification to ensure national acceptance, comparability and trust.
- Function as a credible Awarding Body
Plan, conduct and oversee examinations, assessments and certification processes that uphold quality, integrity and consistency across training partners and assessment bodies.
Strengthen trainer and assessor capacity
Design and implement Training of Trainers (ToT) and assessor development initiatives to ensure high-quality training delivery and assessment outcomes.
- Promote work-based learning and apprenticeships
Facilitate apprenticeship, on-the-job training and experiential learning models to enhance employability, productivity and industry readiness.
- Encourage centres and academies of excellence
Promote the development of centres and academies of excellence across MEPSC sub-sectors to foster quality, innovation and best practices in skill development.
- Catalyse transversal, professional and future skills
Facilitate initiatives in management capability, employability skills, soft skills, professional skills (including private security), entrepreneurship, training and assessment, aligned with future workforce needs.
- Build strategic national and international partnerships
Develop collaborations with government bodies, industry, academic institutions and global organisations to strengthen skilling outcomes and global relevance.
- Manage and protect intellectual property
Develop, manage and safeguard intellectual property related to occupational standards, qualifications, assessment tools and learning resources.
- Support continuous upskilling and vocational advancement
Undertake and enable educational and vocational skill upgradation initiatives that promote employability, productivity, career progression and lifelong learning.
- Undertake allied activities aligned with the Council’s mandate
Carry out any other activities consistent with MEPSC’s role as a Sector Skills Council and Awarding Body in support of national skilling priorities.
